In our vision, all Texans live in safe, thriving communities where every person has the opportunity to succeed.
APPROACH: Since 2000, TCJE has advocated to end mass incarceration, shift funding towards community supports, and reduce deep racial inequities in the criminal punishment system. Our work is guided by the needs of those most impacted by the system: people of color, people in poverty, and people with substance use disorder, mental health issues, and trauma.

APPROACH: Since 2000, TCJE has advocated to end mass incarceration, shift funding towards community supports, and reduce deep racial inequities in the criminal punishment system. Our strategy is 3-pronged:
- We fight at the Texas Capitol, resulting in thousands fewer people entering the system, and over 200 new bills or budget riders since 2003.
- We fight on the ground in Houston, Dallas, Austin, and San Antonio – Texas’ largest local drivers of people into state incarceration. We work to effect change at the county level while also creating local support for state-level change.
- We build leadership among system-impacted people through our Texas Women’s Justice Coalition, Statewide Leadership Council, and Youth Justice Ambassadors. Members represent over 90 Texas cities, allowing for networks of advocates across the state who can mobilize for change.
